It increases general stats of ships such as: Firepower (Ship), Evasion Ability, and Durability.

Equipping Figurehead is free, but you need to pay Gold when you remove a Figurehead from a ship.

The removal cost will vary and increase depending on the ship's tier, so please be careful!
