Upon all resources obtained, they are classified as Safe Resource or Unsafe Resource with a certain rate.

The resources cannot be looted even if you lost battles against enemies.

[Unsafe Resource]

Unsafe resources can be looted by other commanders, and when you spend resources, Unsafe Resource will be first used ahead of Safe one.
